The focal point for the American law,  is that in October 2006 the National Congress passed a law known in English as the "Unlawful Internet Gambling Enforcement Act of 2006".
Basically, and for not  fall in many legal  details this act of the US Congress, prohibits banks, financial institutions and credit cards to make payments to offshore online casinos. From the beginning of this resolution,  we have seen the creation of all types of payment instruments targeting American players betting online . These new financial instruments are indirect payment methods. The American player deposits money in the account of an offshore company, and this company is responsible for making the payment to the online casino.

European Union
Here the issue appears to be a little more clear. Since the controversy  called the Italian case, the Court of Justice of the European Union has decided that it is not possible to prohibit to an European resident to  bet online in casinos that are located offshore. It means beyond the borders of the EU. There is still some controversy about this case and some countries such as France and Germany have tried to impede the fiancial movements linked with stakes.
